In the "Competition Brief" in the evaluation criteria section, it is mentioned that one of the jury's evaluation is "the pertinence of the theoretical question raised by the proposal".
What is meant by the "Theoretical questions"?
a) should the 300 word proposal contain a part for the proposed concept's question? Or
b) are these "theoretical questions" some ideas in the participants' minds that are to be answered through the design?

Il est espéré que les propositions sous-tendent un questionnement qui s'exprime par le projet d'architecture et par l'écrit. Il ne s'agit pas, autrement dit, de résoudre un problème spécifique mais d'engager une discussion plus globale, étayée sur des fondements théoriques qui débordent des limites spatiales, temporelles et culturelles du projet qui fait l'objet du concours.
a) les questions peuvent être explicites ou implicites.
b) les questions n'ont pas à être définitivement solutionnées par le projet, mais le projet devrait en principe supporter l'intérêt de se les poser et suggérer des pistes de solution.

Response:

Proposals submitted should have an underlying reflexion that is expressed both by the project and in written form. In other words, it is not about resolving a specific problem or series of problems, but rather engaging in a larger discussion, supported by a theoretical foundation beyond the spatial, temporal and cultural limits laid out by the competition.
a) the questions can be explicit or implied.
b) the project is not required to perfectly resolve these questions. The project should justify the importance of asking the questions and attempt to suggest possible solutions.
